United Nations Mission In Support Of The Hudaydah Agreement

On 16 January 2019, the Security Council unanimously adopted resolution S/2019/2452 authorizing the establishment of a new special political mission, the United Nations Mission in Support of the Hudaydah Agreement (UNMHA). General Guha, who remains in Hudaydah with a core team of collaborators and observers, reaffirms UNMHA`s full commitment to continue the implementation of its mandate within the governorate. The Head of Mission also thanks the Mission`s national staff, who have zealously continued their work for UNMHA under these difficult circumstances. He stressed that “the mission is only temporarily repositioning part of its staff, not by reducing its number”. In this context, the United Nations-flagged vessel, which served as the temporary headquarters of UNMHA, departed Hudaydah on 24 April with the mission`s personnel, who are temporarily repositioning. Some of these employees will be temporarily resident in Amman and will continue to support the mission in Hudaydah until pandemic-related travel restrictions allow for the return of all staff to Yemen. General Guha claims that “while the UN ship has left port, UNMHA remains in Hudaydah.” He also stresses that “this temporary step is in no way the end of the mission or mandate”. General Guha says that in the face of COVID-19, it is more important than ever to respect the ceasefire in Hudaydah. It also stresses “that the deployment of forces agreed under the Hudaydah Agreement is essential for the security of the people of Hudaydah and that their implementation is therefore the key to lasting peace”. General Guha continues to work closely with the Secretary-General`s Special Envoy for Yemen to pursue these goals. The mission`s staffing is made up of different categories of staff at different levels (meeting increasing responsibilities and requirements) within each category of staff. It is imperative that you read the United Nations Guide on Categories of Personnel to determine which category of staff and at what level you are entering.

By the same resolution, the Security Council requested the Secretary-General to submit by 31 December 2018 proposals on how the United Nations would fully support the implementation of the Stockholm Agreement, including substantial monitoring of the ceasefire and the deployment of armed forces. He also tasked the UN with chairing the Redistribution Coordination Committee (RCC), established to oversee the ceasefire and the deployment of armed forces. The Secretary General appointed retired Major General Patrick Cammaert (Netherlands) as President of the RCC. Mr. Cammaert arrived in Hudaydah on December 22, 2018 with a pre-team team and began providing UN support to the implementation of the Stockholm Agreement. Following the Stockholm Agreement, adopted on 13 In its resolution 2451 (2018), the Security Council authorized, in its resolution 2451 (2018), the establishment and dispatch of a pre-established team for an initial period of 30 days to monitor and support the immediate implementation of the ceasefire and the transfer of forces from the city of Hudaydah and the ports through Hudaydah, Saleef and Ras Isa…
